Nemo CalDateTime Library (libcaldatetime) - Changes

Changes of the third generation of the CalDate/CalTime/Leapsecond routines.

This package is a replacement for Nemo DJBCAL Library.

This release contains a major api change and fixes. Particular emphasis is on cross platform compatibility.
